Roll Clouds being Generated near Doppler Radar Sites

Are these roll clouds unintentionally generated as a result of using weather radar stations' electromagnetic ability to influence weather fronts? Regarding the rain fade phenomenon, we know that water particles in the air can attenuate (absorb) electromagnetic signals, so we must ask ourselves how do electromagnetic waves affect cloud formations?
